Mitigating the harm of Covid19 coronavirus in jails, prisons, and other detention centres in Myanmar

We have recently learned that prison authorities in Myanmar have found that some prisoners have Covid19.

There are three Cs that can mitigate the harm of Covid19 coronavirus in jails, prisons, and other detention centres in Myanmar: covidecarceration, cohorting, and care.
Decarcerate. Release people now. The Thingyan releases were not enough to eliminate overcrowding.
Implement isolation/quarantine for cohorts of people who are infected. Isolate people with symptoms or positive tests and admit no new people to the areas they were in. This is easier to do when overcrowding is eliminated due to releases.
Care for people with symptoms or positive tests. Pulse oximetry is inexpensive and easy to implement. It can identify people who need to be taken for treatment in civil hospitals outside.
If medical staff test all new detainees on intake or quarantine them in one area for three or fourteen days then the only way for the virus to enter the prison is through staff.
These measures are all free of charge or inexpensive. All that is required is the will to implement them.
