The table shows us that the largest PROPORTION of NEW infections are in people who inject drugs 26%, have paid sex (15% + 4% = 19%), or in men who have sex with men 17%. The proportion of new infections in these three (or four depending on how you count) key populations is 72%. "Other females", that is all females who are not sex workers, account for only 32% of new infections.

The NUMBER of NEW infections is also reflected in the bar graph labeled Table 7 on page 11. The largest number of new infections are occurring in key populations and not among 'low risk women'. Both the proportion of new infections and the number of new infections in 'low risk women' are declining.
