Chance encounters at a Support Don't Punish event and at the Dhammazedi Road supermarket reminded me that this posting has been sitting in my outbox.
Three weeks after its release, I got an email from the The 3MDG Fund informing me that the annual report for 2015 was out:

There are many comments that I could make on this report. You already know what I think of spending 3MDG Fund resources for building health centres. But here I will restrict myself to the HIV harm reduction activities.
Harm reduction begins on page 56. There is a typo on the graph on page 58. Ten million needles/syringes were distributed, not ten thousand. Are drug injectors included in drug users or are drug users a separate group?
Money that is being spent on nonharmreduction activities for people who use drugs and money that is being used for 'policy change' could be used for programme expansion so that more people who inject drugs receive services and survive.
It needs to be pointed out again that HIV prevalence among some groups of people who inject drugs is increasing. This is due to programmatic failure. There are no excuses.
It is not reported how many prisoners were tested or treated for tuberculosis. Were they not counted?
