The new 3MDG Fund report says that "the epidemic has not slowed among PWID at present". I guess that is a subtle, perhaps too subtle, way of saying that the HIV epidemic among people who inject drugs is out of control. One might even say that the national response to this epidemic is failing.

The report also goes on to say that "HIV prevalence was understated, requiring an upward
adjustment from 18% to 28.3%." The epidemic is out of control even if the data needs adjustment.

Good to see the torture of people who use drugs is noted, even if it is not called by this name.
