There is a problem in determining coverage of TOP activities among female sex workers. Be careful with the figures provided on pages 2 and 3.

On page 4 Ditmore states that TOP provides "materials for safe injecting for PWID". Does PEPFAR-funded TOP provide sterile needles and syringes to people who inject drugs?

Page 14 spin off "... questions about how autonomy and independence will be maintained remain to be
answered." Indeed.

Page 16 "Reach out to new sex workers as soon as possible". Ditmore notes the increase in prevalence among young sex workers in Yangon. It is unknown whether this increase is statisticially significant.
