The migrant and mobile people activities are a waste of time and money. The same goes for out-of-school youth, uniformed services personnel, and people in the workplace.

Sorry to see that free distribution of condoms is replacing social marketing sales. Total distribution is basically unchanged for ten years. Is the total number of condoms used unchanging?

Figure 18 shows little or no increase in several years in total key population testing. And Table 32 on positivity rates is interesting. It is very low for MSM. Who is being tested?

A lot of work needs to be done to reach 90-90-90 by the end of this year.
