This is disappointing. Which UNAIDS office provided support to the ADB in their decision?

Thirteen NGOs to Receive ADB Funding to Prevent HIV/AIDS
ADB offers US$ 1.5 million grant for NGO initiatives to prevent
HIV/AIDS. Financed by the HIV/AIDS Trust fund, funded by the
Government of Sweden, the NGO grant is part of a package of sub-
projects set-up to help fight this dreaded disease. The grant is
open to NGOs working in one of ADB's developing member countries in
Asia and the Pacific, and are active in HIV/AIDS prevention, care,
and/or treatment. Priority is given to NGOs that implement specific
programs for vulnerable and high risk groups. ADB has been
supporting the fight against HIV/AIDS in our region. The facility
provides ADB with an opportunity to work more closely with NGOs to
help identify, document and support effective outreach and delivery
of essential HIV/AIDS services to the poor, vulnerable and high risk
groups.
ADB has approved grants to 13 NGOs to prevent HIV/AIDS. The grants
will be provided through ADB's Cooperation Fund for Fighting
HIV/AIDS in Asia and Pacific, financed by the Government of Sweden.
ADB reviewed over 500 project proposals before selecting the winning
proposals in close cooperation with UNAIDS. The NGOs will deliver
services in the following countries: Afghanistan, Bangladesh,
Cambodia, Fiji Islands, Kazakhstan, Kyrgyz Republic, Mongolia,
People's Republic of China, Philippines, Tajikistan, Thailand, and
Viet Nam
