Public Management or Business Administration professional, Myanmar - Swiss Tropical Health Institute

The Swiss Tropical and Public Health Institute is a public institution with the mandate to contribute to the improvement of the health of populations internationally and nationally through excellence in research, services, and teaching and training.
We are seeking a Public Management or Business Administration professional with relevant work experience in low and middle-income countries wo be based in Myanmar.
Within on-going assignments from the Global Fund to Fight AIDS, Malaria and Tuberculosis (GFATM) in Myanmar, tasks will include:
* Provision of technical and managerial assistance to Swiss TPH’s activities within its “Local Fund Agent” (LFA) mandate of the GFATM in Myanmar.
* Verification of the implementation of health programs with special consideration of aspects relating to performance based program management and performance monitoring.
* Support to any other Swiss TPH activities in the area of performance monitoring, in Myanmar and/or the sub-region.
To best fit into our dynamic, interdisciplinary team we expect the following qualifications:
* Advanced degree (minimum Master level) in Public Policy, Public Management, Business Administration or a related field.
* Minimum of ten years experience in health project management, preferably in developing countries and complex environments with understanding of global efforts towards HIV/AIDS, TB and Malaria; and/or working with grant-making organisations.
* Experience working with Global Fund grants /in-depth knowledge of Global Fund architecture, systems and processes.
* Good knowledge of public health systems and stakeholders in a developing country context; experience in assessing policies, systems and structures in the public sector that are relevant for effective and efficient implementation of programs.
* Experience in managing complex multiple projects effectively and efficiently to meet timelines and in achieving program success.
* Strong analytical skills and ability to relate programmatic performance and forecasted implementation with financial performance and prospective budgeting.
* Excellent command of English (oral and writing), and possibly one other language (e.g. Spanish, Arabic, French).
* Excellent report writing and communication skills.
* Strong ability to work under pressure and meet tight deadlines.
* Experience working with Global Fund grants and/or in-depth knowledge of the Global Fund architecture, systems and processes is an asset.
Additional desired experience and skills:
* Experience in managing public health projects, particularly in Asia.
* Ability to interact with diverse stakeholders and professionals in a multi-cultural context, including high-level officials.
* Dedicated and highly motivated professional, with a strong spirit for team work and sense of initiative.
An initial contract of two years will be offered. An extension is desirable, depending on a performance evaluation. We are looking to have the successful candidate in place no later than 01 March 2011.
