In the past two weeks there have been several major health research conferences in Myanmar. If you were attending this one or the Kirby one or any other one, you have access to the research papers. If you did not attend, you have no access.
I think the Health minister is proposing a data bank or a research repository. But it is not clear.

Health minister proposes creation of research bank in Myanmar

Health Minister Dr Myint Htwe said on Monday that he wants to create a “research bank” that will collect medical knowledge and updated scientific information obtained from research done by health professionals across the country.
He urged the director general of the Medical Research Department to spearhead the implementation of the facility.
“I want to develop research bank where any researcher can load in the titles and then he can frame the objectives,” said Dr Myint Htwe at the opening ceremony of 48th Myanmar Health Research Congress in Yangon.
The Ministry of Health and Sports allocated up to K6 billion (US$4.1 million) for research projects from 2017 to 2020 and the Department of Medical Research has produced 959 studies through the programme.
The minister said the research papers can lead to policy changes and changes in strategies that could improve management and administration, among other things.
“Research plays a vital role in the existence and development or progress of universities. Progress and development in research greatly support a country’s development,” State Counsellor Daw Aung San Suu Kyi said a speech in December last year.
The 48th Myanmar Health Research Congress will be held until Friday. Forty five basic research papers, 43 applied research papers, and 34 health system research papers were read and included 16 symposiums and three scientific talks.
