This comment was received after the "With friends like this" posting http://www.hivinfo4mm.org/with-friends-like-this/. "a sustained commitment especially by government and local community based organizations is one pillar that would show democratization to be happening.  Outside players who just want to push their own agenda and not help actually develop the systems for in-country actors to solve themselves, in my opinion, only thwart development and ultimately could hinder democratization".
