"Burma" must prepare a plan, according to Section 3.1.

Priorities, in what the document calls 'nonheirachical order' and what the rest of us call 'not in order of priority' are PMTCT, treatment, adult circumcision, TB/HIV, orphans, testing and counselling (in that order), key populations (It is refreshing to see that the term MARPs has finally been retired, though there has never been any official technical guidance on what to do about sex workers.), girls and young women, and men.

Section 5 is about mandatory programmes. Orphans must get 10% of the money, and 50% must go to treatment.

Abstinence will not be earmarked in Myanmar as it does not have a generalised epidemic.
