Deputy Country Representative, Myanmar

Job Description
PSI/Myanmar seeks experienced, dynamic candidates for the position of Deputy Country Representative (DCR) for its office based in Yangon, Myanmar. PSI/Myanmar is a complex organization working at a national level comprising eight offices with 1200 employees. With an annual budget of approximately $20 million, the organization works in a wide range of health areas, including reproductive health, HIV, TB, malaria, diarrheal disease, and acute respiratory infections. The program manages four key channels for delivering health products and services: the Sun Quality Network of 1,500 private medical doctors, the Sun Primary Health Network of 2,000 rural health workers, the nationwide commercial fast moving consumer goods market, and TOP Network comprising 18 drop-in centers for HIV most at-risk populations.
Reporting to the Country Representative, the DCR is a member of PSI/M’s Senior Management Team and is expected to work across divisions and departments to accomplish organization-wide objectives. Specifically, the DCR will be responsible for directing two divisions: the Consumer Services Division and the Strategic Services Division. The Consumer Services Division comprises the four product/service delivery channels described above. The Strategic Services Division comprises several departments supporting program development and implementation, including Marketing/Communications, Research/MIS, and Quality Assurance. The DCR will serve as Acting Country Representative during the absence of the CR. The DCR is expected to play a leading role, with other senior managers, to develop new business ideas and raise resources for existing and new program areas.
The desired profile is a experienced professional with strong leadership skills who can achieve results in a large, complex program setting. The individual should have strong diplomacy skills and able to work effectively at both the strategic and detail level. The individual should have a strong customer-service orientation and be able to exemplify and instill this orientation throughout the divisions s/he oversees. The successful candidate will have a flair for innovation and follow through on innovations to ensure they succeed and stick. This position requires a person with sharp marketing acumen and a good sense for understanding and using research. Ideally, the candidate has a strong background in social franchising as well as fast moving consumer goods channels. The individual should be a flexible and dynamic thinker who is able to assess organizational risk in a balanced manner, ensuring the program continues to put its consumers first. The successful candidate will have excellent team building and communication skills and be able to work effectively in a cross-cultural environment.
RESPONSIBILITIES:
Specific responsibilities will include, but not be limited to, the following:
Supervise senior level staff who oversee the various departments within the Consumer Services Division and the Strategic Services Division, the work of these divisions includes:
DELTA planning and oversight
Communications campaign development, design and production
Brand management of service delivery channels (SUN and TOP) and product lines
Develop and communicate key financial and other related metrics to the senior team and external audiences
Health impact planning and oversight
Program implementation, including field implementation and oversight of field offices
MIS
Formative and evaluative research
Quality assurance of social franchise providers
Improve, evolve and expand social franchising programming
Develop and raise money for new and existing programs
Oversee the implementation and integration of program innovations
Play an active role in government and donor relations
Act as Country Representative during the CR’s absence
Assist the CR with other duties as necessary.
QUALIFICATIONS:
Highly desired qualifications include:
Substantial knowledge of and experience with PSI field-based programs, particularly social franchising and PSI FMCG social marketing.
Significant experience with large, multiple donor-funded programs, managed through multiple offices;
Familiarity with Global Fund, USAID, DFID, and the international donor community;
Relevant post-graduate degree (MBA) with a marketing focus or equivalent in related field;
5+ years management experience in a developing country, preferably in SE Asia;
Exceptional diplomatic skills; team-building experience in cross-cultural settings;
Experience developing and using key business metrics;
Excellent written and oral communication skills in English;
Experience with working in highly demanding/pressing environment
