Background
UNOPS Asia and the Pacific Office (APO) has been designated as the Fund Manager for the Three
Diseases Fund in Myanmar (hereinafter referred to as the "Fund"). The Fund has been established by a
donor consortium in order to provide a humanitarian response to three epidemics (HIV/AIDS, Tuberculosis
and Malaria) within the National Communicable Diseases Programme context by engaging all key
stakeholders.
The Fund is governed by two bodies:
· A Donor Consortium responsible for, among others, establishing operating policies, appointing a
Fund Board, appointing the Managing Agent, commissioning the reviews of the Fund, and funding.
· A Fund Board responsible for assessing the National Strategies and Programmes as a basis for its
decision making on funding, and for overseeing the Fund Manager, and providing technical and
political guidance.
As the Fund Manager, APO is responsible for the management of the Fund in an independent and
transparent manner.
Duties and Responsibilities
Under the direct supervision of the Chief Executive Officer (CEO), and in accordance with UNOPS policies,
procedures and practices, the Public Health Officer (PHO)/Team leader is responsible for strategic review,
impact assessment processes, and performance monitoring functions of the programme team. The Public
Health Officer will be assisted by a team of international and national professionals, and her/his duties
includes, among others:
1. Coordinating, as assigned by the CEO, some of the Fund Manager's tasks with respect to actions
financed by the Fund, in particular in the context of HIV&AIDS, malaria and TB;
2. Evaluating proposals received ensuring that proposals are
3. Guiding and supervising contractual procedures and processes related to partnerships with
implementing partners of the Fund;
4. Providing close support, guidance and supervision to the Monitoring and Evaluation Team to (a)
develop and implement the Fund's internal M&E system, (b) ensure adequate feedback to/from the
Fund's beneficiaries on data obtained from the Fund's internal M&E system, (c) advising
projects/actions supported by the Fund on their own internal M&E systems/needs, (d) gain in-depth
knowledge of the national M&E system, its consistency and effectiveness, (e) generate good data for
reporting and measuring achievements;
5. Focusing on improving data quality through implementation of a data quality assurance system,
active involvement in strengthening the National M&E systems, results analysis of 3DF
achievements, and operational research;
6. Undertaking needs and resources assessments if/when needed, and recommending any additional
action that may be necessary in his/her field of concern to ensure the effectiveness of the Fund;
7. Reviewing work plans and reports submitted by the Fund's beneficiaries and ensuring they are sound,
in line with the national operational plans and strategies and the Fund's policy and priorities, and
reflect gender issues as appropriate;
8. Routinely monitor project progress, activity results and implementation costs against planning to
ensure that actions supported by the Fund are implemented effectively and efficiently as well as
adjusted as needed to reflect changes in the national programme – as agreeable to the Fund Board -
or in field conditions;
9. Coordinating activities with Global Fund PRs in Myanmar and leading the process for smooth
transition from 3DF to Global Fund funded activities;
10. Proposing any initiative that may be necessary, including termination of, or adjustments to actions to
ensure compliance with the Fund's policy and priorities;
11. Attending all relevant technical meetings and maintaining excellent contacts with all stakeholders,
whether in Yangon or in the field, and maintaining a detailed knowledge base of all relevant issues
impacting public health, in the context of HIV&AIDS, TB and malaria in Myanmar;
12. Strengthening the knowledge base by facilitating lessons learned and feedback sessions with
implementing partners;
13. Providing advice to the CEO and Fund Board on policies, strategies, practices and procedures
related to the Fund;
14. Promoting information sharing on all aspects related to public health in Myanmar;
15. Contributing to the development of the Fund Manager's work plans and reports;
16. Other duties as may be assigned by the Chief Executive Officer

Required Selection Criteria
Competencies
· Strong interpersonal, co-ordination and negotiation skills, as well as sensitivity to culture, gender and
local environment;
· Demonstrated experience in managing, planning, programming, monitoring and evaluating health
projects in developing countries;
· Ability to conceptualize and convey strategic vision, adapted to changing external environment;
· Strong communication and facilitation skills, and ability to establish good working relationships with
Government counterparts, colleagues and stakeholders in a sensitive environment;
· Seeks and applies knowledge, information and best international practices;
· Ability to work with minimal supervision in a complex environment;
· Ability to motivate a team;
· Willingness to undertake regular field visits in difficult conditions;
Academic Qualifications/Experience/Language
· Medical degree or a post graduate degree in public health;
· Experience and expertise with proven track record in projects dealing either with AIDS, Tuberculosis or
Malaria;
· Minimum ten years of relevant experience in a developing country with significant experience in Southeast
Asia;
· Previous work in a similar position with the UN or NGO system would be a major asset;
· Previous successful involvement with, and good knowledge of NGOs and civil society;
· Knowledge of UN rules and policies desirable;
· Knowledge of the political, economic and social situation in Myanmar desirable;
· Excellent writing and analytical skills;
· Fluency on both written and spoken English. Knowledge of Burmese would be an asset.
