The author brings up the Black Ribbon Movement as opposing the militarization of the ministry, but doesn't really tell us whether the movementt was successful; a Reuters article from August suggests that it was:

""Myanmar's health minister on Wednesday scrapped plans to fill more of the 300 vacancies at his ministry with military personnel, after thousands of people joined a rare online protest against eight initial appointments."
Does anyone know where the movement / the militarization of the ministry stands now?
