Questions about the willingness to pay for VCT in Burma / Myanmar

What does "WILLING" mean?

Is it "willing" or rather "ready" to pay?
 
If 75% of MSI clients are ready to pay in Myanmar, it may means that 25% of the clients can not afford to pay anything.

How can they assume that sex workers income is lower than factory workers, field workers or unemployed people?

Do they know that $2 means two days of income for many countryside workers in Myanmar?

Do they people know that 95% of PLWHA are living in poor income countries?
 
Do they know that VCT is free of charge offered even in developing countries?
