BACKGROUND
International Union Against Tuberculosis and Lung Disease, The Union is an
International Non-profit Organization based in Paris, France. The Mission of The Union is
to bring innovation, expertise, solutions and support to address health challenges in low
and middle income populations. The Vision of The Union is health solutions for the poor.
For over a decade, The Union has provided technical support and capacity building to
the Ministry of Health (MoH), Department of Health (DoH) and the National Tuberculosis
Program (NTP) of the Republic of Union of Myanmar to strengthen their capacities to
deliver high quality TB services. Similar technical and managerial capacity building
support has been extended to the National AIDS Program (NAP) in 2005.
The Union Office in Myanmar is implementing “Integrated HIV Care (IHC) Program
for People Living with HIV/AIDS” in collaboration with NAP, NTP, DoH, MoH and WHO
since 2005. The IHC Program is operating HIV OPDs in government hospitals of
Mandalay, Pakokku, Taunggyi, Lashio, Monywa, Myingyan, Meiktila and Yangon
(Tharkata). Moreover, IHC Program is conducting Chronic HIV Care OPDs in Township
Health Centers of Mandalay 7 townships.
Now The Union Office in Myanmar is looking for efficient, motivated and
experienced medical doctors to fill the position of the HIV Clinical and Program
Coordinator (HCPC).
This position will be under direct supervision of senior HCPCs, Program Manager,
Deputy Directors and Head of The Union Office in Myanmar.
DUTIES AND RESPONSIBILITIES
? Make data entry for HIV infected patients followed in HIV OPDs and Chronic HIV
Care OPDs (paper based data recording: summary sheet and electronic data
entry : Excel sheet and database)
? Make sure the competency of data in both paper based and electronic based
data recording
? Make the monthly reports of HIV OPDs and Chronic HIV Care OPDs
? Check the drug report and submit to Pharmacy and Logistic Unit
? Submit the correct monthly report to M&E unit, Pharmacy and Logistic Unit
? Keep the patient’s agenda update at OPDs
? Help the physicians in management of HIV infected adults, children and pregnant
women in OPDs
? Prepare and follow a line list of patients moving from one facility to the other or
attending a specific facility
? Make the physical counting of the sub-stock at the end of OPD and make sure the
systematic stock management to prevent expiry of drugs and shortage of drugs
? Help the nurse and pharmacist in quarterly ground check of sub-stock
? Supervision and monitoring of the activities of PLWHA (TB symptom screening,
expert patient table, weight and height measuring, …)
? Link with SW and PLWHA for patients’ retrieval (communication of a line list of
patients)
? Link with township health centers for patients’ retrieval, update information of
patients in TB register, HIV testing register and HIV seropositive register on both
sides and PMCT register on both side
? Participate in mobile clinic of township health center
? Insure referral from Township Health Centers and take action to retrieve preenrollment
defaulter patients
? Link with the laboratory and ensure the monthly report of laboratory and check
and countersigned by HCPC
? Link between different partners, prepares minutes of partners minutes and
report these minutes to Union.
? Coordinate with various stakeholders involved in IHC Program (Senior Medical
Superintendent, Medical Superintendent, Regional Health Director, Regional
Officer, ….)
? Represent The Union in meeting and prepare and submit meeting minute
? Able to work in various sites of IHC Program
The main activity of the HCPC is to coordinate patient’s movement across the various
health facilities and to update documents needed for patients follow-up and tracing. The
HCPC will be the link between the various health facilities involved in IHC, health staff
taking care of HIV diagnosis and treatment, social workers (SW) and people living with
HIV/AIDS (PLWHA). The HCPC will represent the UNION towards the local population and
authorities, governmental health staff, and (I)NGOs. The HCPC should have good
organization skills, communication skills, and ability to take responsibilities, initiative,
and work meticulously. The HCPC must be mobile and is willing to work in various sites
of IHC Program. The HCPC will be based in HIV OPDs and Chronic HIV Care OPDs during
follow-up of HIV infected patients and in the Union Office for the remaining time for
entering of patients’ data into electronic database and making monthly report. The HCPC
must communicate with various stakeholders involved in IHC Program.
RECRUITMENT CRITERIA
REQUIRED QUALIFICATION
? Medical degree ( MBBS, with a valid SAMA Registration )
? Willing to participate a 4 week long training on TB and HIV/AIDS medicine before
starting the job
? Good command of English, both written and spoken
? Computer literate in MS Office Package (especially MS excel)
REQUIRED WORKING EXPERIENCE
? Work experience as a clinical doctor in the field of HIV medicine
REQUIRED SKILLS
? Medical doctor knowledgeable in HIV medicine
? Ability to manage processes, to maintain accurate records and data
? Ability to generate reports in English
? Ability to negotiate with the representatives of the Programs and the hospitals at
local level
? Communication: Excellent communication skills, both oral and written in English
and in Myanmar
? Teamwork: Good interpersonal skills, demonstrate ability to work in a
multicultural, multiethnic environment and to maintain effective working
relations with people of different national and cultural backgrounds
? Ability to work successfully as part of a team
? Ability to handle multitask in an environment of changing priorities
? Be absolutely respectful of all confidential issue regarding with patients’
information or any information concerned with IHC program or issues discussed
in the office
? Ability to work in various sites of IHC program
