It is remarkably comprehensive. Though the author does not say how many users the team spoke with.

Remember when advocates of increased treatment in Myanmar used to say that funding was the only constraint to universal access? In an article at http://hivinfo4mm.org/news-from-the-3mdg-fund/ and in [him] 2238 there were intimations of this old way of thinking.

This report says: "Despite a growing increase in donor funding towards harm reduction, there is a limited number of implementing partners skilled in harm reduction interventions to match the magnitude of need."

I agree.
