JOB PROFILE

Job Title:    Director of Paung Ku(Paung Ku Civil Society Strengthening Initiative)
Place of Work:    Yangon
Grade:    10 (the contract is through Save the Children)
Reports to:    Paung Ku Board
Reporting to the      Paung Ku Team

Background

Paung Ku was founded in 2007 and is a Consortium of 11 NGOs working in Myanmar. The purpose of the initiative is: To strengthen civil society in Myanmar through innovation.

In order to strengthen civil society, the Paung Ku initiative will have four main objectives
•    To build capacity of civil society organizations
•    To improve practice within Consortium members’ programs and the wider development community
•    To facilitate networking within civil society for learning, sharing and influencing wider change.
•    To enhance advocacy between civil society and policy actors.

Job Purpose:  

This position is based in Yangon and is accountable to the Paung Ku Board made up of Directors of the Consortium agencies (CARE Myanmar, HIV/AIDS Alliance, Metta Foundation, Burnet Institute, KDN, World Concern Myanmar, Save the Children, Swissaid, Norwegian People’s Aid, Oxfam GB and GRET).

To provide inspiring leadership to the initiative

 This includes communicating and implementing a compelling vision and innovative strategy for strengthening Myanmar civil society.

Key accountabilities

•    Provide strategic and innovative direction to the initiative’s capacity building, practice change, networking and advocacy objectives.
•    Identify key high-level learning from the initiative and communicate this to international and national stakeholders in a clear and compelling manner.
•    Lead, manage and motivate the Paung Ku team.
•    Stay abreast of developments in civil society sector in Myanmar in order to inform project strategies and make appropriate recommendations to the Consortium. This will involve extensive networking and close contact with other actors in this area, to ensure that Paung Ku finds its niche and develops the most appropriate strategy to build up its role in the identified areas.
•    Ensure the delivery of a high quality programme, which is accountable to civil society groups, Paung Ku consortium and donors.
•    Proactively engage with and build a network of stakeholders interested in strengthening Myanmar civil society. This will include Myanmar and international NGOs, UN agencies, academics and donors.
•    Represent the Paung Ku initiative to all stakeholders.
•    Maintain management oversight and responsibility for Consortium programme management, financial management and reporting, donor relationships and staff capacity building.

Person specification
•    Bachelor’s degree, and preferably post-graduate university degree, in subject related to civil society and/or development or related field.
•    Demonstrated skills and substantial experience in civil society and capacity building work
•    Ability to analyse information, evaluate options and to think and plan strategically.
•    At least three years management experience of development programmes at a national level.
•    Experience working with a Myanmar Community Based Organisation or Myanmar NGO
•    Should have a strong network within Myanmar civil society.
•    Experience of leading a team, and the ability to lead, motivate, build a strong team spirit and support staff development
•    Experience and knowledge of effective financial and budgetary control and managing grants.
•    An in depth understanding of national and international development issues related to the project.
•    Excellent interpersonal, communication and presentation skills.
•    Fluency in written and spoken English.
•    Ability and willingness to travel domestically and internationally as assigned.
