Almost two years in the making, the new national HIV strategic plan has been launched.

It is too prolix, like the last one, but let me make just one comment.

There is no scientific rationale for including eleven million migrants in a Myanmar HIV strategic plan for the first time. Members of key populations who are migrants should get services according to their risk behaviour. And the goal of reaching 90% of migrants with HIV testing is unachievable even in priority townships. The $5 million budgeted for services for migrants would be better spent reaching more people who inject drugs as the epidemic among some of them is getting worse.
