PEPFAR's new blueprint released today will not lead to an AIDS free generation. People who inject drugs are hardly mentioned in it. The words needle or syringe do not appear in the document.

And testing is overemphasized as a prevention activity instead of a gateway to care. Testing is not prevention. Testing has not been proven to lead to behaviour change among people who test negative. As most people test negative, it does little to prevent infections. Only a few per cent of people test positive. These people who test positive may change their behaviour and treatment may make them less likely to transmit the infection.
