I wish the entire plan to mitigate the impact of Covid-19 in prisons had been presented by the Minister.

Of course releases are the most effective first measure. Covidecarceration. The big Thingyan releases helped. Though more could be done.

Then medical isolation or quarantine on intake is a solid idea. Anyone already inside with Covid19 should be separated from other detainees and then those other detainees should be isolated. Cohorting. This is going to be a challenge in Myanmar's overcrowded prisons.

Finally, care. Pulse oximeters should be used to determine who needs to be transferred to a civil hospital.

These three Cs: covidecarceration, cohorting, and care, can reduce the harm of the coronavirus for people imprisoned, staff, and community members.
