Time magazine repeats the puerile, facile, and futile assertion that Burma is a contributor to new types of HIV. All HIV 'outbreaks' can be traced back to Africa. Do we blame Africa, Africans, or African governments for this? Laurie Garrett authored the original report. She is a better journalist than analyst.
"Fueled by this booming trade in drugs and sex, Burma "may be the greatest contributor to new types of HIV in the world," according to a study by New York's Council on Foreign Relations. The report noted that all but one of the AIDS outbreaks in a massive area spanning from Kazakhstan to southern Vietnam can be traced back to Burma."
