TOP centers are more than just centers for community members, not only in Mandalay, but everywhere. One FSW in Yangon said TOP is like my mother's house. What are the FSWs and MSM in Mandalay going to do now? Where are they going to feel and enjoy the warmth of care and friendships among the peers, which they share with each other at Mandalay TOP center?
Over the past three years, TOP center has never created any problems. It only gave benefits to those who needed them the most.
It is very shocking to see how a well-running program built over the years could easily be shut down, like a light switching off.
