George Bush has just announced a visa ban "on those responsible for the most egregious violations of human rights, as well as their family members". Not all human rights violations - just the worst ones. But this won't change the minds of the generals - junta wives already do their shopping in Singapore instead of New York.
But hold on. Celebrity philanthropy is on its way. Angelina Jolie wants to come to Burma. This article from the “Celebs and Bubs” blog says it all. She is coming to help “students and AIDS victims who are suffering terribly”.
Ban Ki Moon is not American, though he lives there. He could get the Foreign Ministers of China, India, and Singapore together on the sidelines of the General Assembly to send a clear message to the junta.

Angelina wants to adopt a baby from Burma to add to her 'rainbow' family
Angelina Jolie and Brad Pitt want to expand their "rainbow" family by adopting a child from Burma.
The couple have enlisted the help of one of the country's leading monks to plan a trip to an orphanage.
According to an insider, Angelina, 32, has become "increasingly despondent" about the progress she is making in helping the Third World. She is said to be desperate to offer help to troubled nations, and feels the repressive Republic of Myanmar, or Burma, is the ideal place to adopt another child – preferably, a girl.
The actress already has four children. She adopted eldest son Maddox, six, from Cambodia five years ago, prior to her relationship with Pitt. Two years ago she and Pitt, 43, adopted an Ethiopian girl, Zahara. Earlier this year the couple adopted Pax Thien, three, from Vietnam and last year Angelina gave birth to their daughter Shiloh.
The source said: "Angelina feels she is barely making a dent in the suffering she sees throughout the Third World as she travels incognito to different countries as a United Nations representative.
"She wants to step up her action in what she calls Red Alert areas, the most seriously troubled, war-torn areas in the world.
"She's in talks to go into Burma and help with students and AIDS victims who are suffering terribly."
The source added Angelina had been talking to a monk about a safe travel route through the military state and a visit to an orphanage.
She is said to believe adopting another girl would balance her family and a child from Burma would fit into its racial mix.
