The Participation of UNFPA Country Office Staff in UN Cares Myanmar activities

UN Cares is designed to reduce the impact of HIV on the UN workplace by supporting “universal access to a comprehensive range of benefits for all UN personnel and their families”. These benefits – known as the UN Cares 10 Minimum Standards – include information and education, voluntary counseling and testing, access to male and female condoms, and emergency prevention measures in case of accidental exposure, among others. The Standards also call for increased measures to stop stigma and discrimination.

1. Information about Policies and Health Relating to HIV
UNFPA Country office staff became aware of the United Nations HIV/AIDS Personnel policy and came to know about the booklet ‘Living in a World with HIV and AIDS’, the UN Cares website and the UN Cares programme.

Under the guidance of the UN Cares Team Myanmar, system-wide trainings for the UN staff on HIV awareness were undertaken from February to June, 2011. The UN staff and people living with HIV were jointly trained as trainers and attended 3 days TOT training in February, 2011. The training sessions for new UN staff were undertaken from March to May, 2011 by trained UN staff and people living with HIV. The training had a number of key components that influenced the design and implementation of each training session.

The two volunteer trainers in UN Cares team are from UNFPA Country office and contribute their time on UN Cares trainings in 2011. 15 UNFPA Country office staff received a refresher training in 2011. The trainings were conducted through relevant group work, games and energizers. In addition, all UNFPA Country office staff received the booklet entitled ‘Living in a World with HIV and AIDS’.

3. Learning the Training Activities on Stigma and Discrimination
The UN Cares team conducted the participatory Evaluation workshop of the UN Cares Trainings on HIV awareness for the UN staff on July 7, 2011 with the opening speech ‘The UN has a zero-tolerance policy for stigma and discrimination’ by the UN Theme Group Chair. Besides, he also encouraged to have Myanmar campaign of “Stigma Fuels HIV”.

4. Access to Male and Female Condom
UNFPA Country office staff get access to male and female condoms at the office toilets for men and women. UNFPA Country office procures male and female condoms for UN Cares Myanmar and distributes them to all UN agencies through the respective UN Cares focal person.

5. Voluntary Counseling and Testing
Information about HIV counseling and testing sites as well as a printed booklet was provided to each Country office staff member at the refresher training. Country office has available information on local service provider for VCCT.

6. Insurance Covering HIV Related Experiences
The Country office staff became aware of insurance coverage and the access to the necessary services for HIV prevention, treatment and care.

UN Cares Training 2011 (Chin)7. Confidential Handling of Personnel Information
The UN Cares Co-chair of UNFPA Country office staff works closely with UN Cares Myanmar chair and the members to maintain confidentiality in the management of personnel information.

8. First Aid Using Standard Procedures
All office vehicles have First Aid kits which comply with WHO standard and all Country office staff including drivers have already received First Aid training.

9. Rapid Access to PEP
All Country office staff became aware of PEP starter kit custodian and its accessibility.

10. Management Commitment
UN Cares activities are included in Office Management Plan and budget for the activities is also allocated in Annual Work Plan. UN Cares focal staff monitor the progress and report back to senior management. CO management team encourages the staff to participate in UN Cares activities.
