Purpose of the Position
Under the general supervision of the Deputy Representative (P5), the Chief, HIV and Children section you will be responsible to provide technical and managerial support to the planning, programming and monitoring of implementation of the HIV and Children Program. With the support of the Deputy Representative, you will coordinate HIV/AIDS related activities within the UNICEF Myanmar Country Programme and take leadership role in advocating and programming the children’s issues in the national HIV/AIDS response.
Key Expected Results
1. You will provide technical leadership, management, coordinate and monitor the implementation of HIV and children programme, especially on the prevention of HIV among youths and women, prevention of mother to child transmission & pediatric care, as well as children affected by AIDS, at national and sub-national levels. Undertake regular field visits, participate in programme reviews, and maintain regular consultation with implementing partners to identify good practices and identify gaps and recommend appropriate follow-up actions.
You will provide technical advice and coordinate with government and partners at national and sub-national levels for implementation of UNICEF supported HIV/AIDS prevention and care initiatives by facilitating access to information research and best practices experiences from other countries across the region/world. Expand partnership with various government department and communities to further reduce the spread of HIV and its impact, especially among child population.
2. You will collaborate with UNAIDS and various thematic and technical working groups and sub-groups to support the National AIDS Programme and other implementing partners to identify, develop and implement appropriate strategies, approaches and plans, which directly contribute to the achievement of UNICEF’s priorities action for children affected by HIV and AIDS.
• Prevention of HIV infection among children and young people.
• Prevention of mother- to-child transmission of HIV infection.
• Provision of care for children, young people and parents living with HIV and AIDS.
• Ensuring protection, care and support of orphans and children in families made vulnerable by HIV/AIDS.
• Support the participation of people affected in prevention and care.
• Respond to needs of people affected with a priority focus accorded to children, mothers, and young people.
Participate in all national and sub-national consultations such as CCM and other technical working groups to ensure UNICEF’s support to the Global Fund which will become operational in Myanmar from 2011.
3. You will work closely with other sections in UNICEF, especially Health and Nutrition, Child Protection and Programme Communication to develop, implement and co-ordinate an appropriate HIV/AIDS response within the country Programme, including development and implementation of communication strategy and social mobilization initiatives to promote HIV/AIDS awareness, behavior change, anti-natal care, respect and support for children and young people affected by AIDS.
4. You will be responsible for HIV/AIDS within the Country Programme, effectively promote UNICEF’s global goals through advocacy and policy dialogue in the HIV/AIDS sector, build partnership and collaboration with wide range of partners, provide technical guidance and coordinate external technical support when necessary for developing strategy, standards and coherent response within Myanmar context for prevention, care and protection for children infected and affected HIV/AIDS in UNICEF country programme and in the National Strategic Plan, 2011-15.
5. You will lead the preparation and contribute to UNICEF overall planning processes such CPD/CPAP, updating and reporting based on the Simplified Results Structure; sector analysis and quality inputs for Sitan and its periodic update; national programme reviews, mid-term review, and multiyear work plan for the HIV and Children programme. Prepare briefing documents, funding proposals and reports as and when required as part of UNICEF’s fundraising efforts as well as donor reporting in relation to HIV and Children programme.
Qualifications of Successful Candidate
Advanced University Degree in Medicine or in Social Sciences; degree in public health preferably MPH required.
Eight years progressively responsible professional work experience in social development, project administration, monitoring and evaluation, some of which at the international level. Previous work with HIV/AIDS required, with a strong emphasis on skills in communication for behavior development and modification
• Rights-based and Results-based approach and programming in UNICEF.
• UNICEF programme policy, procedures and guidelines in the Manual.
• Mid-Term Strategic Plan (MTSP)
Fluency in English and another UN language. Knowledge of local language of the duty station an asset.
