Country Director, Myanmar

The International Union Against Tuberculosis and Lung Disease (The Union) is an international scientific organisation headquartered in Paris, France, with regional and country offices in Africa, Asia Pacific, Europe, Latin America, North America and South-East Asia regions. Its mission is to bring innovation, expertise, solutions and support to address health challenges in low- and middle-income populations. With nearly 15,000 members and subscribers from 150 countries, The Union’s scientific departments focus on tuberculosis, HIV, tobacco control, lung health and non-communicable diseases, and research. Each department engages in research, provides technical assistance and offers training and other capacity-building activities leading to health solutions for the poor.
To fulfil its mission, The Union is seeking a Country Director for its office in Myanmar. The position is based in Mandalay.

Overall Role:

Reporting to the Interim Executive Director and in close collaboration with other Union staff in the region, the Country Director of The Union Office in Myanmar shall:

Provide overall leadership and management of all Union programme activities of The Union  Office in Myanmar as well as oversee the development, funding and implementation of the country strategy.

Main Responsibilities:

Leadership and Strategy
Lead the strategic development of The Union’s programmes in Myanmar.
Provide overall leadership to The Union Office in Myanmar in the development and implementation of all public health programmes.
Act as the lead spokesperson for activities of The Union Office in Myanmar and ensure timely implementation and the smooth operation of all the programme activities.
Develop and maintain a coherent country programme strategy that contributes to the objectives of The Union/Department of Tuberculosis and HIV.
Develop the advocacy strategy of The Union Office in Myanmar and act as the lead Myanmar office advocate on all priority policy issues.
Develop office procedures including security procedure.
Lead the development and annual plans and budgets for the programmes in Myanmar in close collaboration with the partners and donors, and ensure that all plans are complementary to and synergistic with plans to be carried out through other funding resources, such as Global Fund to Fight AIDS, Tuberculosis and Malaria or TOTAL.
Devise and implement a strategy of high-level communication and collaboration with key stakeholders, including government and NGO sectors.
Provide information, advice, and counsel to the Interim Executive Director and Scientific Director in the creation of policies, programmes, and strategic direction of The Union Office in Myanmar.
Protects the Myanmar office’s legal interests and maintains its operations within the law.
Ensure that procedures meet contractual and regulatory obligations.
Programme Development/Management
Develop and secure funding for new programmes in Myanmar.
Ensure that donor proposals and budgets are prepared to a high standard and submitted on time, and that technical inputs are effectively coordinated.
Review and validate progress reports to donors.
Ensure proper monitoring and evaluations.
Conduct site visits.
Project management (such as GFATM) and other projects to be managed by The Union Office in Myanmar.
Support field sites in the fulfillment of their duties according to programme design.
Identify and develop opportunities for programme growth, including resource development.
Finance/Human Resources Management
Manage and develop The Union Office in Myanmar and its staff in line with the strategic goals of The Union.
Oversee the human resources function of The Union Office in Myanmar in coordination with The Union headquarters.
Identify, recruit and supervise Union staff and consultants in the region according to identified needs and priorities, and in line with programme growth. Foster a culture that rewards both individual and group achievement among professional staff, consultants, and support personnel.
Responsible for the financial management of The Union Office in Myanmar, including the development and implementation of the annual budget. Provides for the appropriate control and accountability of all funds, physical assets and other property.
Ensure that projects remain within the plan and budget and prepare any amendments when necessary.
Create a shared vision among the staff of The Union Office in Myanmar of The Union’s programme’s aims and role in achieving these.
Liaise with other technical departments in The Union.
Fundraising
Develop and implement a funding strategy for all The Union public health programmes in Myanmar.
Liaise with donors regarding current initiatives and future funding opportunities.
Liaise with other technical departments of The Union in developing grant proposals for all public health programmes of The Union.
Other
Prepare written reports as required by the Interim Executive Director and Scientific Director.
Perform any other duties as assigned by the Interim Executive Director and Scientific Director.
Qualifications:
Qualified medical doctor preferably with a post graduate degree in public health or other relevant degree.
Minimum 10 years’ professional experience in TB and HIV programme management and healthcare.
Experience in resource-limited countries, preferably in Asia.
Minimum 10 years of experience implementing interventions on the prevention and treatment of TB and HIV activities.
Highly developed theoretical and practical knowledge of a wide range of work procedures and practices of technical/scientific programmes.
Significant experience in programme sustainability and capacity building, project monitoring and evaluation.
Comprehensive knowledge and experience working with donor and technical agencies such as, but not limited to USAID, Global Fund to Fight AIDS, Tuberculosis and Malaria (GFATM) and the World Health Organization, as well as with host-country governments.
Proven capabilities in leadership, management and programme development.
Proven skill in leading and managing a large team of healthcare workers and technicians.
Strong skills in negotiation.
Ability to relate to and motivate staff effectively.
Fluency in written and spoken English. Ability to speak and write in Burmese an advantage.
Willingness and ability to travel in all the districts in Myanmar and outside the country if necessary.
