Org. Setting and Reporting

This position is located in the UNODC Country Office in Yangon, Myanmar (COMYA). The incumbent will work under the overall supervision of the UNODC Regional Representative, Regional Centre for East Asia and the Pacific (RCEAP), in Bangkok, Thailand and the technical guidance of the UNODC Global Coordinator for HIV and AIDS, in Vienna.

Responsibilities

The incumbent will provide technical guidance and policy advice to the Government, leading and directing the development, implementation and evaluation of UNODC HIV/AIDS key policy programmatic areas, namely HIV/AIDS prevention, care and support related to: (a) drug use, particularly injecting drug use, (b) prison settings, and (c) the trafficking in human beings.

The incumbent will be responsible for the following duties:

Support HIV/AIDS Programme:

Provide advice and technical assistance to the Government in (a) the assessment of the HIV/AIDS situation in the UNODC key programme areas, (b) the development of effective strategies and (c) reviewing and adapting national HIV/AIDS policy and implementation plans;

Function as a focal point with UNAIDS as well as with other cosponsors on issues related to the prevention and care of HIV/AIDS in the UNODC key areas;

Participate in the technical working group, inter-agency task force, UN theme group on HIV/AIDS and other relevant fora;

Monitor, analyze, and evaluate technical reports and other relevant materials on the state of the art of prevention and care of HIV/AIDS in the key areas and facilitate dissemination of good practices;

Prepare technical reports and other documents, such as reports to the HQs, Governments and donors;

Oversee the implementation and delivery of the ongoing HIV portfolio in a timely manner.

Manage and Supervise UNODC Programmes and Operations, with an emphasis on health related issues:

Plan, develop, monitor, evaluate and report of UNODC programme/project activities;

Oversee and manage functions related to budget, finance, administration and procurement in accordance with UN/UNODC rules and regulations;

Participate in UN Country Team meetings and any other fora related to the UN in the country including CCA and UNDAF;

Maintain close coordination and liaison with the host Government;

Maintain close contacts, coordination and relations with the donors and identify funding possibilities for the programme;

Supervise programme/project personnel and contractors;

Perform other duties as required.

Education

Advanced university degree (Master's degree or equivalent) in social sciences, public health or in any other relevant discipline. A first-level university degree in combination with qualifying experience may be accepted in lieu of the advanced university degree.

Work Experience

A minimum of seven years of progressively responsible professional experience in managing integrated programmes, including HIV/AIDS prevention and care programmes among injecting drug users and/or in prison settings at national and international level is required. Knowledge of political issues and adaptability to local environment, hardship and security/emergency situations is required. Relevant experience in the country/region is an asset. Work experience in the United Nations system is an asset.

Languages

English and French are the working languages of the United Nations Secretariat. For the position advertised, fluency/proficiency in English, with proven drafting and communication skills is required. Knowledge of other official United Nations languages or other languages spoken in the region would be an asset.
