    So is the Penal Code (of 1903, with some revisions in 1974) which criminalized anal sex and other personal matters; the Excise Law (?1915) which criminalized possessing a syringe without a license; the Anti-Prostitution Act; and many other acts that make the HIV prevention environment difficult.
