If you can stomach the tone, the chapter on health in the Burma Human Rights Yearbook 2008 is worth a look. The section on HIV is weak.

One reads tome upon tome with this tone. It is 'fine' if one is used to it. After fifteen years of yearbooks and twenty years into a political crisis it might be a good time to think about changing strategies and tactics for the yearbook. Add noncommunicable diseases. Add sections on what changes the coalition government would like to see and the national health strategy of the coalition government. Make it look more like an opposition report and statement than an NGO report.
What was your issue with the tone of this report? I have read it and believe that it was fine.
